Mastek Selected by Staffordshire County Council for AI-Enabled Oracle Cloud Transformation

Mastek will use its proprietary ADOPT-AI platform to modernise finance, procurement, HR and payroll services, supporting operational efficiency and readiness for local government reorganisation.

Mastek (UK) Limited, a wholly owned subsidiary of Mastek Limited has announced its selection by Staffordshire County Council to deliver an Oracle Cloud transformation programme covering finance, procurement, human resources and payroll.

Using its proprietary ADOPT-AI platform, Mastek will help the Council establish Oracle Cloud as an integrated platform for its core corporate services. The programme aims to consolidate legacy systems, strengthen data governance, improve employee experience and create a scalable digital foundation for future organisational change.

Serving more than 875,000 residents, Staffordshire County Council delivers essential public services spanning education, social care, highways and community services. The transformation will support the Council’s wider ambitions to simplify and standardise back-office processes, improve operational visibility, reduce manual effort and build a more agile operating model.

The programme is also intended to help the Council prepare for local government reorganisation, as local authorities across England seek modern, resilient technology platforms to support changing organisational structures and service delivery requirements.

“We are delighted to partner with Staffordshire County Council on this important transformation programme. Local authorities are increasingly focused on modernising operations while preparing for future structural and service delivery changes. By combining Oracle Cloud technology with Mastek’s public sector transformation expertise and AI-native approach, we look forward to helping the Council build a more efficient, resilient and future-ready operating model that delivers long-term value for employees, stakeholders and residents,” said Abhishek Singh, President, UKI and Europe, Mastek.

Pete Shakespear, Director of Finance and Resources, Staffordshire County Council, said: “As we continue to evolve our operating model and prepare for future organisational change, it is important that our corporate systems are modern, efficient and capable of supporting long-term transformation. Mastek demonstrated a strong understanding of our objectives, and we look forward to partnering with them to deliver a platform that will help us build a more agile and future-ready organisation.”

Mastek was selected following a competitive procurement process, reflecting its Oracle Cloud expertise, UK local government experience, collaborative delivery approach and understanding of the Council’s transformation objectives.

The engagement strengthens Mastek’s presence in UK local government and expands its Oracle Cloud portfolio across finance, procurement and human capital management, reinforcing its role as a transformation partner for public sector organisations pursuing enterprise-wide modernisation.
