The Government of Gujarat and Automation Anywhere have signed a memorandum of understanding to expand AI skills and knowledge across the state, bringing government, academia, start-ups and industry together to build capabilities for an AI-driven economy.
The partnership comes as AI adoption moves beyond experimentation into government services, enterprise operations and workforce development. Under the agreement, the two sides will collaborate on training programmes, workshops, bootcamps and certification-oriented learning for students, public servants, entrepreneurs and professionals.
The initiative also places emphasis on AI governance and sovereignty, with the partners seeking to build not only technical skills but also institutional capabilities to govern AI across data, systems and workflows.
“Many organizations are beyond experimenting with AI and are now focused on using it to create real value,” said Mihir Shukla, CEO and Co-founder of Automation Anywhere. “In Gujarat, we have a government that understands the answer isn’t technology alone — it requires people who know how to use AI, leaders who know how to govern it, and institutions ready to bring all of it together. That’s what this partnership is built to do.”
The Gujarat initiative extends Automation Anywhere’s wider efforts to develop AI and automation skills in India. The company said it has partnered with NxtWave to provide more than 100,000 students with enterprise AI and automation training and is supporting AI Kiran’s objective of preparing one million people, with a focus on women and youth, for AI careers by 2030.
For Gujarat, the focus is on creating a broader ecosystem rather than limiting AI capability building to technology professionals. The programme is intended to bring together students, government employees, start-ups, entrepreneurs and industry professionals, potentially creating a common skills base across the state’s public and private sectors.
“Our vision is to ensure Gujarat remains at the forefront of innovation,” said Shri Arjunbhai Modhwadia, Hon’ble Minister, Science and Technology, Government of Gujarat. “This partnership reflects our commitment to investing in people and creating new opportunities for students, professionals, start-ups and public servants. Together, we are building the capabilities that will support better public services, continued economic growth, and Gujarat’s long-term future.”
The partnership is being positioned as part of Gujarat’s broader effort to prepare for the economic and institutional changes associated with AI. Beyond expanding access to AI knowledge, the programme is intended to strengthen the state’s ability to adopt the technology responsibly and develop the capabilities needed to translate AI investments into practical outcomes.
For Automation Anywhere, the collaboration also reflects a broader shift in the AI conversation from access to capability. As organisations increasingly deploy AI in operational environments, the availability of people who can implement, manage and govern the technology is becoming a critical part of the adoption equation.
The Gujarat partnership therefore places skills development alongside institutional readiness, with the stated objective of ensuring that AI adoption across government, education and industry is broader, locally governed and capable of delivering tangible outcomes for citizens and businesses.
