Tiger Analytics has signed a Memorandum of Understanding (MoU) with the Government of Bihar to establish a Mega Artificial Intelligence Centre of Excellence (AI CoE) as part of a broader effort to build a large-scale AI ecosystem focused on innovation, skills development, and public-sector transformation.
The agreement was announced at the India AI Impact Summit 2026 organised by the Ministry of Electronics and Information Technology (MeitY). The proposed AI CoE will be developed in collaboration with IIT Patna as a knowledge partner, alongside ecosystem stakeholders from industry and academia.
Building a statewide AI ecosystem
The Centre of Excellence is expected to serve as a hub for AI research, infrastructure development, and large-scale upskilling initiatives. The initiative aims to support students, professionals, and government officials with AI capabilities while enabling adoption across public services, academia, and industry.
As the designated industry partner, Tiger Analytics will contribute expertise in applied AI, advanced analytics, and machine learning to design training programmes, conduct development-focused research, and build scalable AI solutions for governance use cases.
Focus on skills, research and responsible AI
The collaboration is positioned within Bihar’s broader AI Mission, which seeks to expand technology-led innovation and build local talent pipelines. The AI CoE is intended to support applied research aligned with state development priorities while promoting responsible AI adoption.
According to Tiger Analytics founder and CEO Dr Mahesh Kumar, the partnership is aimed at building long-term capability across research, deployment, and upskilling to drive sustainable AI-led progress.
Hon’ble IT Minister of Bihar, Shreyasi Singh, said the initiative reflects the state’s ambition to position Bihar as an active contributor to India’s AI ecosystem by fostering large-scale skilling and innovation.
Showcasing public sector AI use cases
During the AI Impact Expo held alongside the summit, Tiger Analytics also demonstrated AI applications across public systems at the Bihar Pavilion, highlighting potential use cases in data engineering, analytics, and AI-driven governance.
The collaboration reflects a growing trend of state governments partnering with industry and academic institutions to accelerate AI adoption and strengthen regional innovation ecosystems.
