C3iHub, the cybersecurity technology innovation hub at IIT Kanpur, will establish and operate the Uttar Pradesh Cyber Security Operations Centre (UP-CSOC) for an initial period of three years under a ₹104.28-crore project approved by the state Cabinet.
The proposed centre will provide centralised, round-the-clock cybersecurity monitoring, threat detection and incident response across the state’s government digital infrastructure. It will monitor IT and operational technology (OT) environments, identify vulnerabilities, assess threat severity and support the investigation and response to cyber incidents affecting government networks, applications and data.
The facility will use technologies including artificial intelligence (AI), machine learning (ML), security information and event management (SIEM), security orchestration, automation and response (SOAR), and network detection and response (NDR). The project also includes coordination with departmental chief information security officers (CISOs) and nodal officers, alongside cybersecurity training, vulnerability assessments, cyber drills and independent security audits.
C3iHub will be responsible for the centre’s establishment, operations and maintenance during the initial three-year period. IIT Kanpur said the initiative builds on C3iHub’s previous deployment of security operations centre capabilities for organisations including SAIL Bhilai Steel Plant, the National Highways Authority of India (NHAI) and the Indian Ports Association.
“The establishment of the Uttar Pradesh Cyber Security Operations Centre is an important step towards protecting the state’s digital infrastructure from evolving cyber threats,” said Prof. Manindra Agrawal, Director of IIT Kanpur. He said C3iHub’s experience in deploying security operations centres would contribute to strengthening the state’s cybersecurity capabilities.
The initiative is intended to provide a coordinated security framework for government departments as their reliance on digital infrastructure and interconnected systems for administration and public services increases.
