eGovWatch: Government to involve private domain experts to monitor cyber crimes

Government recently had said a Rs 400-crore cyber crime control hub, to be called ‘Indian Cyber Crime Coordination Centre’ (IC4), would be set up to check cyber crime, including child pornography and online abuse.

With 70 per cent increase in cases of cyber attacks, the government has decided to involve private sector domain experts in tackling cyber crime, especially through proactive monitoring and employing forward thinking strategies.

As a first step, the Home Ministry has sought expression of interest from interested organisations or parties who work in cyber crime and security domain for participation in special presentations organised on April 12 and 19. “We would like companies to make a presentation to showcase their expertise in the areas of cyber crime and cyber security primarily related but not limited to women and child protection,” a Home Ministry official said.

Interested companies can make presentation on forward thinking strategies to handle cyber threats and capability in proactive monitoring of cyber space to prevent crimes against women and children. Advanced tools and best practises in management of cyber crime, company’s cyber crime security practice and consulting experience are other areas where the interested parties can make presentation.

Each company will be given a 45-minute slot to make the presentation. Cyber attackers use masquerading techniques and hidden servers to launch snooping. The cases related to cyber crime in India have increased by 70 per cent in the year 2014 as compared to 2013. There was an increase of about 64 per cent in 2013 as compared 2012, according to a Home Ministry statistics.

One of the priorities of IC4 will be to check attempts by international gangs to penetrate Indian government’s official communication network and hack them.

Key objectives of IC4 are to act as a nodal point in the fight against cyber crime and as an early warning system for law enforcement agencies with active cyber crime monitoring.

It will also set up an open platform for victims to raise cyber crime complaints with the protocol for resolution such as online crime reporting, to support and coordinate electronic investigations of cyber crime and assist the law enforcement agencies in criminal investigation.

IC4 will provide all necessary technical assistance to CBI and state police on all cyber crime related issues.Home Minister Rajnath Singh had recently said that cyber crime and terrorism perpetrated through this domain are the “biggest dangers” to the world.

“The other face of terrorism is cyber crime. It is increasing rapidly. Cyber terrorists can hit any country sitting at any remote location of the world. “These terrorists also target important installations and institutions by digital ways. We should understand this fact,” he had said.
